10. How are total population data used in redistricting?
Rose Institute:| According to the 1962 U.S. Supreme Court ruling in Baker v. Carr, 369 U.S. 186, states and local governments are required to redistrict according to population rather than voter registration, county lines, or other measures. The population between districts has to be as numerically equal as possible. Total population is used for evaluating compliance with this requirement. |
