12. How does the Voting Rights Act affect redistricting?

Section 2 of the Voting Rights Act bars the use of voting practices or procedures that discriminate against minority voters. Districting or redistricting plans that dilute minority voting strength are included in this proscription. Section 5 of the Act requires federal "preclearance" before covered jurisdictions may make changes in existing voting practices. Four California counties are covered jurisdictions.
