13. How does Proposition 77 impact the Voting Rights Act?

The Voting Rights Act, as federal law, supersedes all state laws such as the proposed Proposition 77. Proposition 77 also explicitly states that "Districts shall comply with any additional requirements of the United States Constitution and any applicable federal statute, including the federal Voting Rights Act." It is highly likely that some districts drawn under Proposition 77 will be relatively non-compact and/or will split cities (and possibly counties) to comply with the requirements imposed by the Federal Voting Rights Act.
