Redistricting normally occurs after the national census in response to demographic shifts. California was last redistricted in 2001, after the 2000 census. In the last five decades (since 1960), California has redistricted nine times: 1961, 1965, 1967, 1971, 1973, 1981, again in December of 1981, 1991 and 2001.
