6. What is the source of the demographic data used to redistrict?

The official 2000 Census is the source of the demographic data. Though now five years old, this remains the official demographic database. Extensive precedents support this approach, and the 2000 Census is the source of the only existing data that is of sufficient geographic detail for statewide redistricting. These data do not reflect California's population shifts and growth since 2000; but the existing Assembly, State Senate, and Congressional districts also do not reflect those shifts. Any new districts drawn using 2000 Census data will be no more (and no less) out of balance than the districts currently in place.
