1. Have redistricting reform efforts been on the ballot before in California?

Since 1980, California voters have faced four Propositions concerning redistricting. The two most recent were Propositions 118 and 119 on the 1990 ballot. This special election is the first time in fifteen years that a redistricting initiative has qualified for the ballot.

In 1982, Proposition 14 was defeated, 45.5 percent to 54.5 percent. In 1984, Proposition 39 was defeated, 44.8 percent to 55.2 percent. In 1990, both Proposition 118 and 119 appeared on the ballot and both were defeated: 33.0 percent to 67 percent and 36.2 percent to 63.8 percent, respectively.
