6. What, if anything, makes Proposition 77 different from past redistricting reform proposals?

The four previous reform proposals were: Proposition 14 in 1982, Proposition 39 in 1984, and Propositions 118 and 119 in 1990. Proposition 14 provided for a commission composed of appeals court judges and citizens appointed by party leaders; Proposition 38 offered a commission of retired judges; Proposition 118 left the redistricting power with the Legislature but imposed strict criteria on how the lines were drawn; and Proposition 119 was a citizens commission nominated by non-partisan organizations and appointed by a group of retired judges.
