In California, three legislative redistricting proposals exist. SCA 3 sponsored by State Senator Lowenthal (D-Long Beach), ACA 3 introduced by Assemblyman McCarthy (R-CA), and ACAX 15 jointly sponsored by Assemblymen Canciamilla and Richman aim to create independent redistricting commissions. All three reforms are stalled in the legislature. At the federal level Representative John Tanner (Democrat from Tennessee) introduced a redistricting reform bill, HR 2642.
