3. Can California voters currently vote on redistricting plans?

Under current law, redistricting plans are drafted by the state legislature and passed with a simple majority, just like any other bill. The plans then go to the governor for his signature or veto. The legislature can over-ride a gubernatorial veto with a two-thirds majority vote.
The people can force a vote through either the referendum or initiative process. Proposition 77 removes the current signature-gathering requirement for a referendum and automatically puts the plan before the voters. |
