Three retired judges produced widely hailed plans in both 1973 and 1991. The selection process, required line-drawing criteria, public involvement and plan review, is more important than the number of people on the panel; moreover, as panel membership grows it becomes increasingly difficult to ensure unanimous agreement on a plan.
