7. What are the demographics of the pool of retired judges?

In California, there are approximately 950 retired state judges and 51 retired Federal Circuit and District Court judges. According to the California Judicial Council, 89 percent of retired California state judges are male and 11 percent are female. Eighty six percent of retired Federal judges are male and 14 percent are female. Two studies, one by the Rose Institute and one by the Assembly Committee on Elections and Redistricting, identified the demographics of retired judges as including somewhere between ten and twenty-five percent minority judges (Latino, African American or Asian American).
The Rose Institute study ... of retired judges identified the ethnicity of 45 percent of retired judges. The methodology employed increases the likelihood of successfully identifying more recent retirees, who are more likely to be diverse. The study found 24.5 percent of retired judges are minority, while 75.5 percent are non-Hispanic white. According to this review, ten percent are Latino, nine percent are African American and five percent are Asian American. The study by the staff of the Assembly Committee on Elections and Redistricting analyzed the surnames of retired judges. The list included approximately 250 retired judges who are now believed to be deceased; moreover, surname lists tend to under-count ethnic minorities (especially Asian Americans). Their review found a combined total of just 6.5 percent Asian Americans and Latinos. There is no surname list available to identify African American retired judges. |
