It cannot. But it has been noted that the plans drawn by retired judges in 1973 and 1991 created many more districts with a high probability to elect ethnic minority candidates than any of the plans drawn by the more diverse state legislature (i.e., in 1981, in the December of 1981 redrawing, or in 2001). In Arizona, the all-white 2001 Independent Redistricting Commission drew districts that increased by 25 percent the number of Latinos elected to the state legislature in 2002.
