It is widely agreed by reform advocates that the 2001 gerrymander was the most effective incumbent self-protection plan in California history. They note that in 2004, 153 districts held elections and not a single district changed party control. The Mexican American Legal Defense and Education Fund (MALDEF) alleged that the 2001 gerrymander discriminated against Latinos. A number of cities alleged that the 2001 gerrymander improperly divided cities and counties. Reformers believe that a mid-decade redistricting offers the chance to correct these perceived offenses.
