5. What would be the criteria by which Proposition 77 draws districts?

Rose Institute:
The population differences among Congressional districts shall not exceed federal requirements (currently plus or minus no more than one person). The population differences among State Senate and Assembly districts shall not exceed one percent. All plans must comply with the Federal Voting Rights Act. Each district must be contiguous. Then, in the following order, plans must include the most whole (undivided) counties possible; create the fewest number of county splits possible; include the most whole (undivided) cities possible; create the fewest city splits possible; and, finally, be as compact as possible.

The Special Masters are barred from considering the specific addresses of incumbents and known challengers; furthermore, they may not use registration or past voting data, except as required by federal law (i.e. the Voting Rights Act).
