6. Why not just implement the Iowa redistricting system in California?
Rose Institute:| Iowa has a unique redistricting process because it uses a nonpartisan legislative support staff agency to draw boundaries. The legislature then votes on the three plans drawn by the Legislative Service Bureau, with the option to accept the plan or send it back for a redraw. In addition, unlike California, Iowa has a much more homogenous population, virtually no Voting Rights Act considerations and few geographic divisions. |
