Competition could result in the defeat of incumbent state legislators and congressional representatives. While the defeat of state legislators does not impact California's power relative to other states, the loss of seniority and possibly of committee chairmanships could reduce California's power and influence in Washington and result in less ability to win federal funding to meet California's needs.
